Herlina, dibesarkan di Yogyakarta, lahir di Kota Purworejo, Provinsi Jawa Tengah pada tahun 1974. Selanjutnya menikah dengan Kolonel Inf. Andy Irawan, M.I.Pol dan dikaruniai dua orang anak, putra dan putri bernama Rasyid Irnazidin Kertikusuma yang bekerja di perusahaan pertambangan, dan Arini Kusumaningrum yang bersekolah di SMA Negeri 2 Cimahi. Disamping sebagai dosen, Herlina merupakan anggota Persit Kartika Chandra Kirana (TNI AD).
